"The Smarter Sentencing Act reduces excessive mandatory sentences for drug offenders. Lengthy mandatory sentences for low-level drug offenses have added to the already over-crowded federal prison system without appreciably enhancing public safety.
The Recidivism Reduction and Public Safety Act identifies the risks and needs of federal prisoners in order to assign appropriate rehabilitation programming and increase incentives to participate in programming. The legislation will encourage constructive culture within federal prisons so that prisoners will be better prepared to reintegrate into our communities as law-abiding and productive citizens."
