"Legislation to protect pain-capable unborn children from elective abortion, beginning at 20 weeks fetal age, has been introduced in the U.S. Senate by Senator Lindsey Graham (R-SC), who has been joined by 40 other Republican senators as co-sponsors. However, Senate Democratic Leader Harry Reid (Nv.) is so far blocking a Senate vote on the legislation.
Senator Graham's bill, S. 1670, virtually identical to legislation (H.R. 1797) passed by the House of Representatives in June, 2013. Both S. 1670 and H.R. 1797 are based directly on model legislation developed by National Right to Life in 2010, and since enacted in 10 states."
National Right to Life considers this bill "the most important pro-life legislation since the Partial Birth Abortion Ban."
